Declaration of substances with unusual low legal thresholds such as PFOA
The inclusion of the chemical group perfluorooctanoic acid (PFOA), its salts and PFOA precursor compounds into Annex I of the EU Regulation 2019/1021 (POP-Regulation) intends to eliminate the use of all PFOA related substances in the EU as of July 4, 2020. The POP Regulation is the EU transposition of the UN Stockholm Convention and has replaced the former restriction of PFOA under the Annex XVII of the REACH-Regulation.
The IMDS Steering Committee would like to remind you that the IMDS reporting thresholds vary depending on the substance and / or the legal requirements and is not always at 0.1% w/w.
By definition, suppliers are obliged to always consult the Global Automotive Declarable Substance List (www.gadsl.org) to understand the correct substance specific values.
We request you to check compliance of your IMDS data because in case of PFOA, this legal threshold is unusually low at 25 ppb.
If necessary, we request you to update your IMDS data accordingly and to get into contact with your customers, immediately.

Additionally, please be informed, that effective 17th August 2020, GM will reject all Material Data Sheets submitted to GM using the modules published under Recommendation IMDS-019 for electronic and electric components used in the production of vehicles. GM will not be rejecting for service parts for legacy vehicles at this time. General Motors encourages all suppliers to submit IMDS data according to Rec. IMDS 001 for electronic components and materials at all levels of the supply chain. Under special circumstances, suppliers will be required to submit “Supplier Declaration Form for IMDS-Rec019” outlining the declaration and timing for resubmission of IMDS without IMDS Rec 019 modules. The “Supplier Declaration Form for IMDS-Rec019” is not an authorization for the change of a part or component. Any changes to parts or components must be authorized through the GM Engineering Work Order (EWO) process. No waiver will be approved if it creates a condition of non-compliance with legal requirements.

With IMDS Release 12.2, the handling for Application Codes was changed insofar, that a default value is no longer automatically preselected. A value needs to be actively selected when attaching a material MDS to a component MDS. The handling was changed because the default selection sometimes was not the appropriate one, but the user was not aware, that a selection can be made (i.e. changing the default value to the correct one). With the now necessary active selection, the data quality is expected to be improved because the user must select a value rather than just confirming a preset value. In the FAQ “Is there any further explanation as to how to select an Application ID?” this handling is further explained.
